A Manifesto for Change and Empowerment in the Digital Age

There’s no shortage of ambitious ideas in Europe; in fact, the continent boasts more entrepreneurs per capita than the United States, the traditional benchmark for excellence. But European startups face a difficult maze of problems – restricted national markets, a shortage of capital, a regulatory framework built for 19th century capitalism. That’s why we wrote The Scale Up Manifesto, a hard-hitting action plan with 49 proposals to help Europe “scale up.” Let’s make the next big thing right here in Europe. This is a call to action – with roles for all, and room for many.

Just as for the previous Startup Manifesto, we created the Scaleup Manifesto Policy Tracker – an online tool for tracking implementation. The Tracker translates the 49 specific recommendations into concrete policies whose implementation – or non-implementation – can be observed and followed. The intention is to shed light on what is or isn’t happening at EC, member-state level – but also by startups and their ecosystem.

About Scale Up Europe Manifesto

The Scale Up Europe Manifesto is a manifesto for entrepreneurship and innovation to power growth in the European Union. The manifesto was written as part of a unique six-month experiment in crowdsourcing advanced, eco-system-based research and policy proposals, led by the European Digital Forum. Among the organisations taking part in the debates and discussions that produced the manifesto were the European Startup Network, Allied for Startups, Beta-i (Portugal), Factory, the German Startup Association, 1000startupsEU, Startup Cyprus, SAPIE (the Slovak Alliance for the Internet Economy), Hub358, the Scale Up Institute (United Kingdom) and many more.
